The Country Cooperation (CCU) and Hate Speech and Hate Crime (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

Call for grants: support to Ukrainian civil society organisations in addressing hate speech and develop related counternarratives

The joint European Union and Council of Europe programme “Partnership for Good Governance” invites civil society organisations (CSOs) in Ukraine to submit project proposals under the project "Combating hate speech in Ukraine"

This call aims to co-fund local and national initiatives that strengthen responses to hate speech in Ukraine. Funded projects should focus on vulnerable groups and develop non-legal measures, including counter and alternative narratives and human rights education, in accordance with European standards. Priority will be given to projects that involve direct engagement with communities targeted by hate speech.

The deadline for the submission of applications is: 15 August 2025 (at 23:59 CET). Applications should be sent in English to the following e-mail address: [email protected]
