Back The effects of digital technologies on freedom of expression: new guidelines adopted

On 6 April 2022, the Committee of Ministers adopted a new Recommendation CM/Rec(2022)13 to member States on the effects of digital technologies on freedom of expression.

This important legal instrument is designed to assist states and public and private actors, in particular Internet intermediaries, as well as the media, civil society organisations, researchers, educational institutions, and other relevant actors in their independent and collaborative efforts to protect and promote freedom of expression in the digital age.

The guidelines annexed to the recommendation set out principles to ensure that digital technologies serve rather than restrict this freedom. They also provide recommendations on how to address the negative effects and enhance the positive effects of the widespread use of digital technologies on freedom of expression in a manner consistent with human rights.
