Article VII of the Lisbon Convention seeks to facilitate the recognition of qualifications held by refugees, displaced persons and persons in a refugee-like situation who are unable to give documentary evidence of their qualifications.

Since 2016, the Council of Europe has, with other partners such as the Greek Ministry of Education, Research and Religious Affairs, the academic recognition centres in Greece, Italy, Norway and the United Kingdom and the UN Refugee Agency in Greece, put in place the ‟European Qualifications Passport for Refugees” project.
