Back Training-of-Trainers on the HELP Programme for medical and legal professionals

A first of its kind, Training-of-Trainers (ToT) of the HELP Programme was held in Minsk, Belarus on 3-4 April 2018.

At the ToT a new HELP online course on combating trafficking in human beings was presented. The participants included 25 professionals from medical and legal fields. The course was introduced by the national tutor Mr Vladimir Maroz and two international HELP trainers: Ms Oksana Kachalova and Ms Ekaterina Alisievitch. The course includes modules with definitions of the key concepts and terms related to human trafficking, national and international legal framework; it touches upon the issues of assistance to victims, identification of victims and compensation, the non-punishment principle, the questions of sentencing and return and repatriation

In addition, a HELP course on domestic violence and violence against women was also presented at the Training. A specific attention was dedicated to the two Council of Europe Conventions: the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) and the Council of Europe Convention on Action Against Trafficking in Human Beings.

Alongside the presentation of the HELP courses and interactive exercises on online distance learning and adult learning methodology, the main aim of the ToT was to raise the participants’ awareness on the HELP methodology and HELP e-learning platform. The HELP course on Trafficking in Human Beings will be available online in Russian on the HELP e-learning platform in April 2018.

The activity was organised in co-operation with the Institute for retraining and qualification upgrading of judges, prosecutors and legal professionals at the Belarusian state university. It was implemented in the framework of the Project “Human Rights for all”, a part of the Council of Europe/European Union Joint Programme “Partnership for Good Governance” and the Project "Bioethics: Protection of human rights in biomedicine" of the Council of Europe Bioethics Unit.
