On 9 December, the HELP online course on the Introduction to the European Convention on Human Rights and the European Court of Human Rights, in both English and Turkish was launched in Ankara for a group of 225 trainee judges and prosecutors.

Participants were welcomed by Muhittin Özdemir, the President of the Justice Academy of Turkey, who praised the cooperation with the Council of Europe HELP Programme and stressed the value and benefit that HELP online courses offer for the training of trainee judges and prosecutors.

After the welcoming speech, the participants subsequently received a detailed introduction to the HELP Programme, its methodology, the HELP e-learning online platform, and courses by Dr. Musa Tanrıseven, HELP Focal Point in Turkey and Rapporteur judge at the Justice Academy of Turkey (JAT).

The course tutors, Süleyman Kaynar and Onur Utku Sevim, HELP national tutors and Rapporteur judges at the JAT, subsequently presented the expertise of HELP Programme and its large selection of online course dealing with Human Rights issues, and engaged with the participants on the role and function of HELP tutors.

Following the launching event, participants will take the course online over a one-month period.

The Justice Academy of Turkey, in line with its collaboration with the Council of Europe, and with a new vision continues its online educational activities in the field of human rights. In this context, the HELP training programs organised within the scope of the activities of the Human Rights Centre of JAT are carried out by senior rapporteur judges, who have been certified as HELP tutors by the Council of Europe.

The scope of the HELP online training is planned to expand in the coming period, reaching more trainee judges and prosecutors, as well as being offered to practicing judges and prosecutors.

This HELP online course aims at assisting member states in effectively applying the European Convention on Human Rights at the national level, by enabling national legal professionals to understand the European Convention on Human Rights system and the European Court of Human Rights functioning. It is also aimed at assisting applicants and their representatives to lodge good quality applications with the European Court of Human Rights.

The course was the first interactive online course developed by the HELP Programme and is available as a self-learning resource on the HELP e-learning platform. The topics are explored in a practical way, by using presentations, interactive screens, knowledge tests and reflective exercises. The course consists of two parts: the substantive modules and the final assessment. If users pass the final assessment, they will be able to print out their scores.
