Council of Europe HELP Training-of-Trainers Event in Strasbourg

A HELP Training-of-Trainers (ToT) was organised in Strasbourg within the framework of the EU-CoE project "Judicial Training on Rule of Law and Fundamental Rights" (RoL Frights). The event took place on 6 and 7 November in a hybrid format, with 27 participants attending in person and 15 joining online.

Representing 12 Member States of the European Union and two non-Member States, the participants contributed to a rich exchange of perspectives and experiences.

Under the guidance of Eva Massa, a highly experienced HELP tutor, the participants received intensive training on the HELP platform and methodology, benefiting from her extensive knowledge in the field of human rights education and the role of a HELP tutor.

One of the highlights of the event was a presentation by Daniela Ranalli, Legal Officer at the CoE Execution Department, delivered a compelling presentation on the tangible impact of trainings on the execution of the judgments of the European Court of Human Rights (ECtHR). This session provided invaluable insights into how the HELP programme directly contributes to the effective implementation of ECtHR decisions.

On the second day, participants had the opportunity to visit the European Court of Human Rights, where they were given a comprehensive presentation on case management and administration by Paola Tonarelli-Lacore, Head of the Administration Division at the ECtHR, and Katya Nalyvayko, Administrative Assistant. This visit added a practical dimension to the training, allowing participants to gain a deeper understanding of the inner workings of the Court.

The event not only served as a platform for knowledge sharing and skills development but also fostered a strong sense of community among the participants. The diversity of participants, including legal professionals (lawyers, judges and prosecutors), academics, and human rights experts, ensured a dynamic and enriching learning environment.

Participants who successfully complete their assignment become HELP Certified Tutor and are added to the roaster of certified trainers, which is publicly available on HELP website.
