From 29 November to 1 December 2022, the Azerbaijani delegation went to Spain to exchange promising practices in the field of violence against women and domestic violence and to hear about the Spanish experience of implementing the Council of Europe Convention on preventing and combating violence against women and domestic violence, known as the Istanbul Convention.
The first day focused on the general approach of the Spanish institutional system against gender-based violence and included interventions from the Ministry of Equality and the Observatory on domestic and gender-based violence (Ministry of Justice). Day two included a visit to a Specialised Court on gender-based violence, as well as meetings with the Family and Women Central Unit (National Police, Ministry of Home Affairs) and the General Directorate of Coordination and Studies of the State Secretariat for Security (Ministry of Home Affairs). Finally, day three centred on the work of the “Cometa Control Centre”, the tracking, monitoring and alarm control system for perpetrators of domestic violence, as well as and the 016 Call Centre.
Both countries agreed on the benefits of peer-learning experiences.
This study visit was organized under the project “Raising awareness of the Istanbul Convention and other gender equality standards in Azerbaijan,” funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance II 2019-2022.
