The complaint was registered on 20 February 2026. It relates to Articles 5 (right to organise), 6§4 (right to bargain collectively) and 21 (right to information and consultation).
The complainant organisation alleges that the failure of the Department of Public Administration (structure of the Presidency of the Council of Ministers) to fully and timely publish the acts of proclamation, revocation and postponement of strikes in the public sector hinders access to essential information, undermines the workers’ awareness of trade unions’ initiatives and deters the full enjoyment of the right to strike. It also alleges that the failure of the National Anticorruption Authority (ANAC) to address the above-mentioned issues, dismissing a complaint it lodged drawing attention to them results in the lack of an effective national remedy in this regard, which it alleges to be in breach of the Charter.
