The factsheet lists key recommendations made by ECRI to the Council of Europe member states for tackling antigypsyism and discrimination against Roma and Travellers in all areas of life. According to ECRI, national strategies and policies to promote the empowerment and participation of Roma and Travellers should be developed, funded, and implemented. Comprehensive and gender-disaggregated data collection systems on equality data on Roma and Travellers and all forms of hate-motivated incidents against them should also be set up.

ECRI considers that effective measures in the education sector should be taken, for example, by ensuring the enrolment of Roma and Traveller children in preschool, primary and secondary education. It also underlines that all forms of segregation in schools and housing should end. ECRI also regularly recommends that specific anti-discrimination measures be taken to address prejudice against Roma and Travellers in the labour market, both in the public and private sectors.

ECRI also emphasises that incidents of hate speech against Roma and Travellers should be condemned by public figures, including political leaders, who should engage in counter-speech. In cases of violence and other crimes against Roma and Travellers, the possible existence of bias/hate motivation should be considered from the outset of the investigations.

Other recommendations include taking effective action to encourage Roma and Traveller victims and witnesses of police abuse to come forward, to provide them with appropriate support and ensure better police accountability.

The factsheet provides an overview of the recommendations made by ECRI in its fifth- and sixth-cycle country reports since 2013. These recommendations aim to ensure effective equality for Roma and Travellers, protecting them against racist abuses and contributing to better inclusion. This factsheet is meant to be a tool supplementing ECRI’s General Policy Recommendation No. 13 on combating antigypsyism and discrimination against Roma and other general policy recommendations relevant for this topic.
