The training session focused on the legal and practical complexities surrounding misdemeanours that infringe political, labour, and constitutional rights. It applied strong emphasis on passive electoral corruption, violation of regulations concerning the management of the financial resources of political parties and electoral competitors, including the correct application of the Contravention Code relating to the mentioned aspects.
Participants explored key topics such as distinguishing contraventional from criminal liability for electoral offences, verifying the legality of documents, and applying Council of Europe standards and case law of the European Court of Human Rights in the protection of electoral rights.
Magistrates will be able to better ensure consistent practices in the preservation and interpretation of evidence, as well as the application of sanctions, thereby strengthening the overall judicial response to electoral misdemeanours and safeguarding the integrity of elections.
The activity was carried out in partnership with the National Institute of Justice and the Central Electoral Commission within the Project ”Improving electoral practice in the Republic of Moldova (IEPRM) 2025-2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
