With the support of the Council of Europe Office in Chisinau, Promo-LEX Association, one of the country’s most prominent electoral watchdogs, ensured a comprehensive observation of 2025 Parliamentary election.
The assistance focused on two key areas: upgrading the election observation methodology and improving out-of-country observation.
As a result, observers enhanced the effectiveness of their monitoring, revised core procedures, and increased the accuracy and transparency of their assessments. This contributed to more reliable findings during the electoral period and helped reinforce public trust in the electoral process, both at home and among voters abroad.
Observations findings were presented publicly during and after the electoral period and the final report on electoral observation is expected in January 2026.
The action is a part of the continuous joint effort of the PACE Division of Parliamentary and Electoral Cooperation and the Council of Europe Office in Chisinau to strengthen democratic processes in the Republic of Moldova, including by supporting civil society organisations initiatives in the field of elections.
The activities were carried out within the Project ”Improving electoral practice in the Republic of Moldova (IEPRM) 2025-2028”, part of th Council of Europe Action Plan for the Republic of Moldova 2025-2028.
