On Tuesday 10 February 2026, the Council of Europe hosted an EduTalk@CoE on Open School Data Policies: Enhancing Transparency and Accountability across Education Systems, bringing together participants from across Europe.
This EduTalk aimed to explore how Open School Data (OSD) can be used to foster transparency, accountability, and better decision-making in education. The event gathered a panel of invited experts who shared their experiences and insights, providing practical and concrete examples of OSD implementation and its diverse impact in different national contexts.
The discussion centred on key questions, including:
- How can OSD foster better decision-making, drive school improvement, and positively impact educational outcomes?
- Are there any innovative tools that could be used to enhance OSD?
- What ethical, privacy, and security challenges do schools and governments face when implementing OSD initiatives?
Key conclusions from the discussion highlighted that OSD has significant potential to strengthen public confidence and advance educational equity, provided that robust privacy protections and ethical guidelines are in place. Speakers also emphasised the importance of tailoring OSD policies to national contexts and promoting public engagement to ensure that open data initiatives are inclusive and beneficial to all stakeholders.
