In 2022, the Committee of Ministers of the Council of Europe adopted Recommendation (CM/Rec (2022) 1) on the importance of plurilingual and intercultural education for democratic culture.
Following this major milestone, the Language Policy Programme developed a Reflection and Planning Survey Tool for lower secondary education to help member states gauge their progress in relation to the implementation of the Recommendation. In addition, a Policy Toolbox was also developed. This Toolbox not only provides deeper insight into the key concepts and themes addressed in the Recommendation but also offers concrete guidance and practical resources for policymakers and teacher educators. Together, these developments aim is to assist member states in aligning their education systems with the principles of plurilingual and intercultural education, helping them to foster democratic culture at all levels.
