The working groups and networks set up by the Steering Committee on Education (CDEDU) are mandated to support the implementation of the Committee's programme of activities.

These groups bring together expertise from Member States, drawing on individuals from government agencies and academic institutions. Their role is to provide technical, policy and research input to CDEDU initiatives and to contribute to the development of education policies and practices that are consistent with the vision and mission of the Organisation.

The mandate of these working groups includes providing expert insights and recommendations in key focus areas such as education for democratic citizenship, digital transformation in education, recognition of qualifications, academic freedom and ethics in education. The groups work together to share best practice, foster cross-country collaboration and ensure that the objectives of the CDEDU are supported by the latest research and experience from across Europe. This collaborative structure ensures that the expertise of member States is fully utilised in furthering the Council of Europe's objectives in the field of education.

In fulfilling their mandate, the working groups also play a crucial role in facilitating the alignment of national education policies with the broader strategic frameworks of the CDEDU, such as the Education Strategy 2024-2030, and in responding to emerging challenges, such as the impact of artificial intelligence on education systems.
