Technical Support Instrument (TSI) Project on: “Enhancing the effectiveness of the anti-money laundering framework in Slovak Republic”

Within the framework of the 2021 CoE/EU Technical Support Instrument (TSI) envelope, the Economic Crime and Cooperation Division is assisting Slovak authorities with enhancing the effectiveness of the AML/CFT regime in line with the Financial Action Force Task (FATF) recommendations and the EU AML/CFT Directives. The project begun on 18 June 2021 and will last for 24 months. Through tailored activities, the project seeks to contribute to:
- Updating the ML/TF National Risk Assessment (NRA);
- Introducing a risk-based approach for virtual assets;
- Enhancing the cooperation among the Financial Intelligence Unit (FIU), law enforcement agencies (LEAs) and supervisors;
- Improving the strategic analytical capacity of the FIU;
- Improving the effectiveness of confiscation measures;
- Developing a methodology for the verification of beneficial owners of legal entities;
- Enhancing the capacities of the supervisory authorities in applying a risk-based approach.
Areas of specific focus include guidance on updating the AML/CFT NRA, conducting sectoral risk assessments and improving the national Action Plan; recommendations for developing requirements for the exchange of information between FIU, LEAs and supervisors, for developing FIU’s strategic analysis function, improving the effectiveness of confiscation measures, etc.
The total project budget is 522,222 Euros. The project was funded by the European Union via the Structural Reform Support Programme and implemented by the Council of Europe - Economic Crime and Cooperation Division, in cooperation with the European Commission.
