Technical Support Instrument (TSI) Project on: Public Prosecutor capacity to fight economic and financial crime
Within the framework of the 2025 Council of Europe/European Union Technical Support Instrument (TSI) envelope, the Economic Crime and Cooperation Division is supporting Slovenian authorities with the ongoing judicial reform and anti-corruption/anti-money laundering efforts in Slovenia, through strengthening the capacity of the State Prosecutor Offices (SPO) to effectively investigate and prosecute complex economic and financial crimes. The project started on 29 September 2025 and will last for 24 months. Through tailored activities, the project aims to contribute to:
- Enhancing the legal and regulatory framework for prosecuting economic crimes in Slovenia through the implementation of legislative reforms.
- Improving operational effectiveness of the Public Prosecutor’s Office through enhanced institutional structure, strengthened cooperation with other institutions, and optimised use of expert resources.
- Strengthening the capacity of the Slovenian State Prosecutor's Office through continuous training on economic crime investigations.
Areas of specific focus include the conduct of a review of the current economic crime legal framework in Slovenia and the provision of legislative amendment recommendations grounded in a gap analysis, comparative research, and expert consultations. In parallel, the project will propose organisational reforms to enhance the efficiency of Prosecutor’s Offices and interagency cooperation, supported by assessments, workshops, and a final structural review. The project will also enable best practice exchanges with EU counterparts, providing direct exposure to successful prosecutorial models. To reinforce operational capacity, financial experts will offer hands-on case support, specialised analyses, and workshops on economic crime investigations. Finally, the project will establish a training strategy and organisational learning framework, including interactive online modules, to ensure continuous professional development in tackling economic and financial crime.
The project budget is 459,770 Euros. The project is co-funded by the European Union via the Technical Support Instrument and Council of Europe and is and implemented by the Council of Europe (Economic Crime and Cooperation Division), in cooperation with the European Commission.
