Slovenian prosecutors exchange experience with EU counterparts on strengthening legal frameworks to prosecute economic and financial crime

A roundtable on ensuring an effective legal framework for the successful prosecution of economic and financial crimes took place in Ljubljana, Slovenia, on 10 March 2026. The event was organised under the joint Council of Europe and European Commission’s Technical Support Instrument (TSI) project “Public prosecutor capacity to fight economic and financial crime in Slovenia”, and brought together prosecutors and experts from Austria, Belgium, Croatia, Finland, Germany, Italy, and Slovenia.

The roundtable formed a key part of the wider initiative to support the Slovenian State Prosecutor’s Office in reviewing and enhancing the legal framework that underpins the investigation and prosecution of economic and financial crimes. Participants from across the EU shared national approaches, innovative practices, and experiences in prosecuting economic and financial offences. The discussions highlighted various aspects, including the criminalisation of specific economic offences, sanctioning regimes, prosecutors’ procedural and investigative powers, and key mechanisms for freezing, seizing, and confiscating illicit assets.

EU prosecutors also provided valuable insights into recent and ongoing legislative reforms in their respective jurisdictions, addressing the challenges they face and the lessons learned through their experiences.

The event concluded with a forward-looking discussion devoted to shaping strategies for strengthening the existing legal framework in Slovenia. The exchange of comparative European insights will inform targeted recommendations for legal amendments, reinforcing Slovenia’s framework to combating economic and financial crimes in accordance with European standards.

The activity was organised within the framework of the Technical Support Instrument (TSI) project on “Public Prosecutor capacity to fight economic and financial crime”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe.
