Back Kosovo* authorities discuss contribution of anti-corruption measures to fight against ML/TF

On 6 and 7 February 2020, within the framework of PECK II, 24 representatives from various institutions gathered in Prizren, Kosovo to discuss the cooperation between stakeholders in the AML and AC sector. The aim of the event was to address findings and recommendations in the Immediate Outcome 6 of the AML/CFT Assessment Report 2018, and to respond to commitments of Kosovo authorities at the last London Summit. On that basis, two perspectives were at the core of discussions: use of asset declarations in anti-money laundering/counter terrorist financing efforts and partnerships between public and private sectors on exchange of data. Participants had the opportunity to hear from the Council of Europe expert about the FATF requirements on the above topics, as well as challenges and practices of various countries. Cases presented during the workshop illustrated the importance of the use of asset declarations to uncover high level corruption, money laundering and organized crime. Participants also had the opportunity to exchange views with the expert on local context challenges, including obstacles with KAA sharing asset declarations with FIU and the banks, modalities of regular exchange of information between KAA and FIU, and difficulties with establishing cooperative frameworks with the private sector. The exchange encouraged Kosovo authorities to consider eventual approaches to amending the Law on Asset Declarations and strengthening stakeholders’ cooperation. As a result of the workshop, PECK II will develop and present a roadmap for improving the cooperation between stakeholders in AML/CFT and AC sector.
