The Conference of the Parties to the CETS 198 publishes follow-up reports, recognising Montenegro’s progress in implementing Article 11 (“international recidivism”), along with Monaco and Lithuania’s improvements on articles 7 and 19 (‘monitoring of banking operations’) of the Warsaw Convention. The report further highlights that other selected States Parties have yet to introduce legislative or other measures needed to meet these articles’ requirements.
For Articles 25 (“confiscated property”) and 14 (“postponement of suspicious transactions”), limited progress was observed among the selected States Parties. The report urges these parties to expedite efforts toward fulfilling the requirements in these areas.
As a result of this assessment, the Conference of the Parties has decided to continue with application of Rule 19bis (25) of the Rules of Procedure for States Parties with unsatisfactory implementation of articles 11, 14 and 25 (2 and 3). These parties are invited to report back in 2025.
