The Additional Protocol to the Council of Europe Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and on the Financing of Terrorism
The Additional Protocol to the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism has been adopted by the Committee of Ministers on 15 May 2026, at its 135th Session in Chişinău, Moldova. The Additional Protocol will be open for signature on 14 October 2026, in Strasbourg, on the occasion of the Octopus Conference.
The Protocol is designed to supplement and update the Council of Europe Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS 198; Warsaw Convention). It extends the scope of asset recovery tools and mechanisms provided for in the Convention, and strengthens the powers of competent authorities in the field of asset recovery and international co-operation.
