Dr. Oxana Gisca, President of the Conference of the Parties to the Warsaw Convention, participated in the Terrorism Experts Conference held on 14-15 October 2026 in Ankara, Türkiye.

The conference was organised by NATO’s Centre of Excellence Defence Against Terrorism (COE-DAT).
In her address, Dr. Gisca discussed the evolution of international standards and legal frameworks for combatting terrorist financing. She highlighted the importance of the tools and mechanisms provided by the Warsaw Convention and its recently-adopted Additional Protocol in effective prevention, detection and investigation of terrorist financing related activities.
