On 20 May 2022 the Council of Europe Committee of Ministers adopted at its ministerial session in Turin the Recommendation CM/Rec(2022)16 on combating hate speech, which had been developed jointly by the CDADI and the Steering Committee on Media and Information Society (CDMSI).


During its current mandate (2024-2027), the CDADI will undertake activities to support the implementation of CM/Rec(2022)16 on combating hate speech by:

  • Preparing a compilation of promising practices at national level and tools for the implementation of relevant aspects of the Recommendation CM/Rec(2022)16 on combating hate speech at national level (in co-operation with CDMSI);
  • Preparing a review report on the implementation of selected aspects of Recommendation CM/Rec(2022)16 (jointly with CDMSI).

Implementation of CM/Rec(2022)16

In 2023, the CDADI prepared and published the Study on preventing and combating hate speech in times of crisis.

In 2024 CDADI and CDMSI adopted the "Compilation of promising practices on combating hate speech at national level", which showcases practical examples to combat online and offline hate speech accross all key components of the Recommendation. A self-assessment tool accompanies the Compilation to inspire reflection about how to ensure a comprehensive approach to preventing and combating hate speech with diverse and coordinated efforts at national and international level.

The compilation was presented and discussed with the participants of the first Council of Europe No Hate Speech Week (18-20 June 2024), during which CDADI interacted intensely with key partners from civil society, equality bodies, Ombudsoffices, academia, the internet industry and the media.

The CDADI established a working group (GT-ADI-HS/HC) to prepare the deliverables relating to the implementation of Recommendation CM/Rec(2022)16 on combating hate speech and CM/Rec(2024)4 on combating hate crime, in line with its Terms of Reference. 

Drafting process

During the biennium 2020/2021, the Committee of Experts on Combating Hate Speech (ADI/MSI-DIS) had the specific task of preparing the above mentioned Recommendation on combating hate speech, including in the context of an online environment, within a human rights framework building on the case law of the European Court of Human Rights and drawing upon existing Council of Europe texts and the legacy of the No Hate Speech Movement Youth Campaign, as well as possible practical tools to give guidance to member states and other stakeholders in this area.

The ADI/MSI-DIS was sub-ordinated to two steering committees, the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI) and the Steering Committee on Media and Information Society (CDMSI).
