The CDADI advises the Committee of Ministers on all questions within its mandate including safeguarding the rights of persons belonging to national minorities and the use of regional or minority languages.

On 4 October 2023 The Council of Europe Committee of Ministers adopted Recommendation CM/Rec(2023)9 on the active political participation of national minority youth. The Recommendation builds on the findings of the  Study on the active political participation of national minority youth in Council of Europe member States.

Regarding national minorities and regional or minority languages, CDADI is mandated to:

  • prepare a study on recurrent problematic areas in the field of regional or national minority language protection and identify good practices in member States; and
  • prepare a study containing practical guidance on data collection in relation to the rights of persons belonging to national minorities and the use of regional or minority languages including through population censuses.

This work shall draw upon the relevant case-law of the European Court of Human Rights findings and the recommendations of the European Commission against Racism and Intolerance (ECRI), the Advisory Committee on the Framework Convention for the Protection of National Minorities (AC-FCNM) and the Committee of Experts of the European Charter for Regional or Minority Languages (COMEX).

The current work related to national minorities is carried out by a working group of the CDADI.

As in several member states Roma have the status of a national minority, it is worth mentioning here also the Roma-related work of the CDADI.

Furthermore, the general work of the CDADI, for example on hate speech, hate crime, artificial intelligence, equality and discrimination or on upholding equality during the Covid-19 pandemic contributes to safeguarding the rights of persons belonging to national minorities and the use of regional or minority languages.
