Tender call for consultancy services for legal and policy review of the Irish system in the context of Barnahus

The Council of Europe is currently implementing the Project “Barnahus Ireland: Supporting the implementation of the Barnahus model in Ireland. It is co-financed by the EU Structural Reform Support Programme and implemented in close cooperation with EU DG Reform and the Irish Department of Children, Equality, Disability, Integration and Youth (DCEDIY) for the period 12/08/2022 to 11/02/2025.

In this context, the Council of Europe is looking for national and international service providers to support the implementation of the project with particular expertise on the following areas, as specified in the attached Tender File and Act of Engagement:

  • Review and analysis of the Irish legal and policy framework concerning children’s rights and child sexual abuse and exploitation
  • Making of recommendations on interagency response mechanisms to child sexual exploitation and abuse, e.g. the Barnahus model
  • Development of interagency coordiantion and data sharing tools for the implementation of the Barnahus model in Ireland.
