Back Tender call for child participation – best interest of the child in parental separation and child care proceedings

Children are highly impacted by decisions taken when their parents are separating and when authorities have to place them into care. The Council of Europe expert group developing legal instrument(s) and guidance in this specific area has decided that children should also guide the intergovernmental work.

To help prepare the guidance and input from children into this work, the Council of Europe seeks the support of (a) consultant (s) for the provision of intellectual and project management services to prepare, implement, coordinate and follow-up child consultations in up to five member states of the Council of Europe.

Applicants are invited to consult the documents below and carefully follow the instructions for submission.

All applicants are notably invited to submit the following elements:

  • Completed and signed copies of the Act of Engagement to be submitted as signed and scanned PDF copies on the basis of templates presented below);
  • A Motivation letter describing how the tenderer meets the requirements of the call (notably in terms of expected types of deliverables described in the Act of Engagement and award criteria specified in the Tender File);
  • CV(s) of the provider(s); the CVs of employees that will be assigned to the contract for legal persons;
  • A declaration on plain paper stating that the tenderer is available to provide input to and/or attend the meetings listed among the eligibility criteria.
