Key outcomes from the 10th plenary meeting of the Steering Committee for the rights of the child

During its 10th Plenary meeting held in Strasbourg on 3-5 December 2024, the  Steering Committee for the Rights of the Child (CDENF) reviewed several key documents prepared under the Council of Europe Strategy for the Rights of the Child (2022-2027)

During a joint session, the European Committee on Legal Co-operation (CDCJ) and the CDENF approved the draft recommendation on the protection of the rights and the best interests of the child in care proceedings and adopted its explanatory memorandum. The two Committees also welcomed and adopted the implementation tools related to parental separation and care proceeding. The draft recommendation will be submitted to the Committee of Ministers of the Council of Europe, along with the recommendation on parental separation, for adoption.

The CDENF also adopted the implementation review report of Recommendation CM/Rec(2019)11 on effective guardianship for unaccompanied and separated children in the context of migration as well as the implementation review report of Recommendation CM/Rec(2009)10 on Council of Europe policy guidelines on integrated national strategies for the protection of children from violence.

Finally, the CDENF expressed its satisfaction with the guidance note on “Safeguarding children from the risks of accessing online pornographic content” which will now be finalised before its publication.

The next Committee meeting will be held in Strasbourg on 1-2 April 2025, followed by a Mid-Term Review Conference of the Strategy for the Rights of the Child on 3-4 April 2025.
