The Additional Protocol to the Council of Europe Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS No. 198; Warsaw Convention) was adopted at the 135th Session of the Committee of Ministers, held in Chişinău, Republic of Moldova, on 15 May 2026.

This achievement is the result of extensive collaboration and dedication from PC-RAC members, observers, participants, experts, including the European Committee on Crime Problems (CDPC), the Conference of the Parties to the Warsaw Convention, Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) and Council of Europe’s Committee of Experts on the Operation of European Conventions on Cooperation in Criminal Matters (PC-OC), as well as other committees and bodies of the Council of Europe.
The Protocol will be open for signature on 14 October 2026, in Strasbourg, on the occasion of the Octopus Conference. The states are invited to take this opportunity to affirm their commitment to advancing legal and institutional frameworks for criminal asset recovery by signing this important instrument.
