The Horizontal Facility for the Western Balkans and Turkey is a co-operation initiative of the European Union and the Council of Europe for South East Europe.  It is a three-year programme, which was implemented from May 2016 for a period of 36 months. The actions under the Horizontal Facility are funded primarily by the EU and are co-funded and implemented by the Council of Europe.

Through the Horizontal Facility, the European Union and the Council of Europe assist beneficiaries in South-East Europe in complying with Council of Europe standards and the European Union acquis in the context of the enlargement process, covering three themes: ensuring justice, fighting economic crime, and combating discrimination and protecting the rights of vulnerable groups.

STRENGTHENING THE ACCOUNTABILITY OF THE JUDICIAL SYSTEM

The action on the Accountability of the Judicial System in Montenegro started on 1 November 2016 and continued until 23 May 2019.

The Judicial Council of Montenegro has adopted a public relations and information sharing strategy for the next two years (2018-20).

The Public Relations Strategy (PR Strategy) was developed by the members of the Judicial Council’s working group and a national expert and was fully supported by our project. In total, three meetings for drafting and discussing the strategy were held, while the PR Strategy was adopted at the regular session of the Judicial Council, held on 20 December 2017, in Podgorica.

In developing the strategy, relevant recommendations of the Consultative Council of European Judges (CCJE) on relations between judicial institutions and the media were taken into account.

Its main objective is to support the Council in using communication tools and models by which the institution as well as the entire judiciary will be perceived as a modern system that fosters the principles of transparency and accessibility, oriented to citizens and their needs.

By its implementation, the Council's communication function will be enhanced, with a positive impact on the judiciary as a whole; main expected result is the establishment of a well-co-ordinated and efficient communication structure for the entire justice system of Montenegro.

The strategy was developed with the support of expertise provided within the framework of the Action “Accountability of the Judicial System”, jointly funded by the European Union and the Council of Europe and implemented by the Council of Europe.
