Implications of the decisions of international courts and treaty bodies as regards the practical independence of prosecutors

The Committee of Ministers mandated the CCPE to prepare and adopt, in 2020 and 2021, Opinions for its attention on issues relating to the status of prosecutors and the exercise of their functions, taking into account the Council of Europe Action Plan to strengthen the independence and impartiality of the judiciary, the reports of the Secretary General of the Council of Europe on the state of democracy, human rights and the rule of law in Europe and the development of the case-law of the European Court of Human Rights. At its plenary meeting on 21 and 22 November 2019, the CCPE decided to deal in its 2020 Opinion with the theme of Implications of the decisions of international courts and treaty bodies as regards the practical independence of prosecutors and instructed its Bureau and the Working Group appointed for 2020 to prepare a draft Opinion on this theme for adoption at its 15th CCPE plenary meeting in November 2020. The first meeting of the Working Group will be held in Paris, on 18 and 19 February 2020. It will be preceded by the meeting of the CCPE Bureau.
