Ghana Becomes Second African State to Join CAI as an Observer

On 30 April 2025, the Council of Europe’s Committee of Ministers approved the Republic of Ghana’s request for observer status in the Committee on Artificial Intelligence (CAI), making it the second African State, after Cameroon, to join the CAI. This decision has extended the global reach of the CAI, reflecting the Council of Europe’s commitment to ensuring a worldwide, inclusive approach to AI governance.

Ghana is already party to the Council of Europe’s Convention on Cybercrime (the Budapest Convention) and is actively engaged in various related cooperation projects.
