| Numerous cooperation activities create awareness of the Council of Europe standards among national penitentiary authorities. Steering Groups, composed of Council of Europe experts and high national prison service officials, have been set up in a number of states (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, the Russian Federation, Serbia, the Former Yugoslave Republic of Macedonia, and Ukraine) to assist with prison reform. | ||
