13th Conference of Directors of Prison Administration
(6-8 November 2002)
“Towards a new prison culture: implications for leadership and training”
The conference was attended by the heads
of the prison services of the member States of the Council of Europe,
other high penitentiary-system officials and representatives of
intergovernmental organisations and NGOs with an international profile.
The Conferences of Directors of Prison Administration have always provided the top practitioners of the field with a unique forum for exchanging views on matters of common concern and examining best practices.
The discussions at this conference were organised around five reports on the process of change at the strategic and individual-prison level in a series of European countries and Canada. They were expected to cover a number of contemporary issues such as the impact of change on prison-staff status and the opening up of penitentiary establishments to the outside world.
