The European Charter for Regional or Minority Languages is one of the key conventions of the Council of Europe. It protects minority languages as a threatened aspect of Europe’s cultural heritage. When acceding to the Council of Europe, Georgia committed to signing and ratifying the Charter by 27 April 2000.

This project is a joint European Union/Council of Europe programme which aims to create the conditions for the ratification and subsequent implementation of the Charter. It also aims to promote linguistic, educational and cultural aspects of civic integration of national minorities.

ACTIVITIES

For achieving its goals, the programme will

  • Conduct awareness-raising activities on the Charter and its ratification;
  • Undertake subsequent capacity building activities for the implementation of the Charter;
  • Facilitate developing a system of plurilingual education for the national minorities (in particular Armenians and Azerbaijanis) with a focus on the ways of teaching the Georgian language without detriment to the teaching of minority languages;
  • Assist in developing a cultural policy that includes national minorities;
  • Facilitate developing a touristic cultural route which links monuments or institutions related to the heritage of national minorities with a view to supporting the development of tourism and furthering a positive image of minorities in the population.

Meeting with the Advisor to the President of Georgian on National Minority Issues

Deputy Head of the ECRML Secretariat, Joerg Horn and the project officer of the joint EU/CoE joint project “Civic Integration of National Minorities in Georgia and the European Charter for Regional or Minority Languages”, Mariam Tsikvadze met with the Advisor to the President of Georgia on Ethnic Minority Issues, Ms Sophio Shamanidi.

The aim of the meeting was to discuss the future cooperation initiatives. Parties have discussed issues related to the European Charter for Regional or Minority Languages and the problems related education (teaching of Georgian and mother languages) of national minorities.  As noted by Ms Shamanidi, even though the Ministry of Education has set up a program of teaching minority languages, the problems related to the minority language textbooks and teacher training programs still remain unsolved.

The parties thanked each other for the fruitful cooperation and expressed a willingness for further collaboration.
