Lab 6 - Corruption Prevention

The lab will discuss, based on concrete and innovative examples, how can digital tools and community engagement be harnessed for fighting corruption in education.

Initiative 1

Students’ Anti-corruption Initiative “ShevaPil”

“ShevaPil” has been existing as a student anti-corruption initiative for one year in 2015 and has achieved a lot: a great number of illegal overpriced procurement of food for the university cafeterias was cancelled; a deputy dean and a graduate student of the Faculty of Economics at the N. University were dismissed for the extortion of money from the students; the exploitation of the students, which were used for the repair works at the Faculty of Cybernetics at the N. University was stopped; empowerment of student government; the Monitoring Committee of the Ministry was created to regulate the elections of the rector at the N. University last year. ShevaPil managed to mobilize students and attract the attention of the media, society and the deputies to corruption in higher educational establishments.

Anton Marchuk is analyst of NGO «Anti-corruption Headquaters» and expert of Anticorruption group of the Reanimational Package of Reforms. He is Taras Shevchenko Kyiv National University undergraduate with a specialization in «Regional studies» and «Open University of Reforms» graduate. He is co-author of journalistic investigations for «Ukrayinska Pravda» and author of articles about the progress of anti-corruption reforms in Ukraine.

Innovative Approaches teaching anti-corruption in formal education, Transparency International Italy

Anti-corruption education in schools is still far from being a reality in EU countries, despite of the fact that subjects suitable for its incorporation (such as citizenship education, ethics or law) are parts of the curricula. In 2014, Transparency International Italy (TI-Italy), TI-Hungary and TI-Slovenia set up a project “Innovative Approaches towards Teaching Anti-corruption in Formal Education” funded by the “Erasmus plus programme - KA2 Strategic Partnership in the Field of Secondary Education” aimed at fostering the integration of anti-corruption education in the school curricula. The project, that will end in 2017, will reach its scope through a set of activities: firstly, the development of educational materials (including an OER e-learning module) aimed at students and teachers, secondly, the training and mobilization of teachers and students, and lastly advocacy initiatives aimed at policy makers and education stakeholders at large.

Chiara Paganuzzi works as education advisor to provide technical expertise in the field of Human Rights Education and Training, with a special focus on children rights. She has conducted work for humanitarian and intergovernmental organizations (such as UNICEF, European Roma Rights Centre, Council of Europe, Save the Children, and Islamic Relief ) as well as for ministerial institutions and research centres to uphold participation and non-discrimination rights in EU countries and in fragile regions (particularly to prevent islamophobia and antiziganism) . Since 2015, she collaborates with Transparency International to foster innovative approaches towards teaching anti-corruption in the formal education sector. Chiara Holds a Master's degree in Social Anthropology (from the University of Manchester) and one in Educational Technology (from the University of Florence).

Discussants

Discussants are invited to take part in the Labs in order to share their experience with the presented democratic initiatives and try to bring broader perspectives to the following discussions.

Meri AVETISYAN

Dr. Meri Avetisyan teaches Ethics for the Teaching Professions. Her current research is focused on issues regarding institutional integrity and education. She conducted research on school teachers' per¬ceptions of professional integrity in Armenia as a Network Fellow at Harvard University Ed¬mond J. Safra Centre for Ethics and was involved in an integrity scan of the education system of Armenia. Earlier she explored the impact of police officers level of education on the perception of gain related and other types of police misconduct as a Leverhulme Trust Visiting Fellow at Canterbury Christ Church University.

Srdjan CVIJIC

Senior Policy Analyst, Open Society European Policy Institute

Dr. Srdjan Cvijic joined the Open Society Foundations in September 2015. He holds a PhD from the Law Department of the European University Institute in Florence. Cvijic has been engaged in EU policy work since 2005. He is responsible for advocacy in the field of rights, values, and international law in EU external policies, as well as broader topics related to the rule of law and anti-corruption in the EU enlargement countries (Western Balkans & Turkey), the Middle East and North Africa. He speaks English, French, Italian, Russian, and Serbo-Croatian.

Member of the Parliamentary Committee on European Integration, Chairperson of the Sub-committee on the adaptation of Ukrainian legislation to EU law and ensuring its compliance with commitments of Ukraine to the Council of Europe. Lawyer to the “Celestial hundreds” and those injured during events of the Revolution of Dignity in Ukraine. As part a civic activist she coordinates a series of projects to protect the rights of children. A former member of the school of political studies. Her main fields of interest in the Parliament are: judicial reform, police and security service reform, anti-corruption reform.
