In its cultural and geographical diversity, the Francophone world in recent years has launched innovative experiences of education for democracy for audiences often neglected by formal education systems. This Lab will present four innovative experiences supported by the International Organization of the Francophonie (OIF): development of communication and exchange networks between young Tunisian women, promotion of free education for all without discrimination, capacity building of community radio stations in Senegal and the project "CLAC" which offers the opportunity to young people who are outside the education system to pursue their personal development and education for democracy.

Initiative 1

Association of Tunisian Women for Research and Development (AFTURD), Tunisia

The Association of Tunisian Women for Research and Development (AFTURD) is working on the creation and development of communication networks and exchange between young Tunisian women, to promote the vital participation of women in decision-making. It also aims to develop and implement projects that propose new approaches to the integration of women in development. AFTURD also provides legal assistance to women victims of violence, and to marginalized women from informal sectors.

Mrs Salou KENNOU SEBEI, Tunisian national, holds a PhD in Agronomy. She is a community and trade-union activist, and president of the Tunisian Women Association for research and development (AFTURD). She was actively involved in the support of female political participation during the elections of the Tunisian Constituent Assembly in 2011, and during the legislative and presidential elections in 2014. At the community level, she contributed to educational programs and activities. She designed formation programs on gender, as well as textbooks on civic education, human rights, women rights, community organization and teamwork, targeting primarily women and girls in rural areas.

International Federation of CEMEA, France

The International Federation of CEMEA (FICEMEA) promotes, as part of the French network against the commercialisation of education, free education for all without discrimination based on the right to education. Although significant progress has been made, the FICEMEA notes that today millions of children are still deprived of education. Meanwhile, it denounced the trend towards the privatization of education in many countries which may have consequences in terms of accessibility and quality of education. FICEMEA encourages States to guarantee the right to education in particular by establishing an effective control system to ensure the quality and equity of education services.

National delegate for Solidarity and civic education at the NGO Solidarité Laïque (Secular Solidarity)

Mrs Carole COUPEZ is a national delegate for Solidarity and civic education at the NGO Solidarité Laïque (Secular Solidarity). She conceived pedagogic tools and programs targeting young audiences, teachers and childcare activity leader. She is in charge of advocacy for the access to quality education for all, and is the leader of the French coalition “Education”, part of the worldwide Campaign for Education present in more than 120 countries. Carole COUPEZ contributed to the works of Education Watch on the subjects of financing education and the quality of teachers. She also supervised the publication of l’Observatoire de la Coopération éducative française (Observatory of French educational cooperation) for the NGO Solidarité Laïque.

Community radios for human rights, Article 19, Senegal

Article 19 - Senegal advocates in this country for the protection of journalists and human rights, access to information and the development of audiovisual and information technology. This NGO has led, in 2015, a project of building the capacity of community radios to report sensitive issues of human rights. This project aimed to enable communities in rural areas or deprived neighborhoods to better understand human rights from the roots of local community radio stations.

Fatou Jagne Senghor is the president of ARTICLE19 in West Africa. Expert in the law of media and communication, she joined ARTICLE19 in Februrary 2002 as a contributor to the Program Africa, and worked at the office based in Johannesburg (South Africa) until 2004. Currently based in Senegal, she directs ARTICLE19’s regional office for West Africa since 2010. Between 2002 and 2005, she coordinated ARTICLE19’s advocacy activities for the drafting of the Declaration of Principles on Freedom of Expression in Africa by the African Commission on Human and People’s Right, as well as technical support for the creation of a Special rapporteur for Freedom of Expression in Africa.

West African citizen school (ECAO)

The West African citizen school (ECAO), created in December 2015, aims to provide training to good governance, democracy and human rights to future young professionals and politicians and civil society in West Africa. This initiative is unique because it has a regional focus and encompasses all the Francophone countries of West Africa.

Former Administrator of Arts and Culture at the Ministry of Culture in Mali and Professor at the Faculty of Letters, Arts, Languages and Human Sciences of the University of Bamako

Mali

Fatogoma DIAKITÉ is the former Administrator of Arts and Culture at the Ministry of Culture in Mali, position from which he retired since January 2013. He supervised many nationwide programs aiming at the promotion of literature in Mali, such as the Programme du Réseau des Centres de Lectures et d'Animation Culturelle (Reading and Cultural Animation Centers coordination program), led in partnership with the OIF from 2007 to 2015. He also coordinated the Franco-Malian project "Appui à la Filière du Livre au Mali"(Supporting to the book industry in Mali) between 2001 and 2007, and the project "Lecture publique du Mali" (Public reading of Mali) between 1982 and 2001. He is a professor at the Faculty of Letters, Arts, Languages and Human Sciences of the University of Bamako since 2004, and a member of the African Consultative Group for Libraries since July 2013. Fatogoma DIAKITÉ was awarded the French distinction of Knight of the Order of Arts and Letters in 1999, as well as the Malian Medal of National Merit in 2000.

Graduate of the Institute of International Studies in Geneva, Salvatore Saguès worked at the Communication Department of the International Committee of the Red Cross (ICRC) and then for Amnesty International as a Researcher for West Africa. He is currently working as Human Rights Specialist within the International Organization of the Francophonie (OIF) where he coordinates the partnership with the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the Council of Europe.
