A delegation from the Albanian State Advocate’s Office participated in a study visit to the Council of Europe in Strasbourg, aimed at strengthening institutional dialogue and advancing the effective execution of the European Court of Human Rights judgments in Albania. Organised under the joint European Union and Council of Europe action “Improving the protection of the right to property and facilitating execution of ECtHR judgments in Albania (D-REX III)”, the visit provided a valuable platform for in-depth discussions with Council of Europe officials and experts.

The exchanges with the Department for the Execution of Judgments focused on progress achieved, challenges and future steps to ensure more effective and timely implementation of the European Court’s judgments. Representatives from relevant Council of Europe departments engaged in discussions on key cases, including “X and Others v. Albania” and “Strazimiri v. Albania”. This collaborative approach promotes a more co-ordinated understanding of pending execution issues and ensures better follow-up at the domestic level.

The delegation, composed of ten State Advocates, also met with Darian Pavli, Albanian Judge to the European Court of Human Rights to discuss recent Albanian cases before the Court and explore avenues for enhanced co-operation with the State Advocate’s Office.

This visit strengthens the State Advocate’s Office’s capacities to represent Albania before the European Court and support more effective execution of the European Court judgments, in line with Albania’s commitment to improve the domestic implementation of European standards for the protection human rights and fundamental freedoms.

The activity was organised within the framework of the Action on Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania (D-REX III), implemented under the joint programme of the European Union and the Council of Europe Horizontal Facility for the Western Balkans and Türkiye.
