The final beneficiary of the project is the Supreme Court of Cyprus.

Other stakeholders in the project will be clerks, registrars, secretariats of the courts, but also the stakeholders outside the courts, notably the Ministry of Justice, the Attorney General and the business community.

The main objectives are:

  • to support the court system reform in Cyprus to improve its efficiency, as well as awareness and acceptance of the reform by the key stakeholders;
  • to support the Supreme Court in completing the drafting process of the new Rules of Civil Procedure;
  • to facilitate the adoption of the new Rules of Civil Procedure by the Supreme Court through awareness raising and securing acceptance by the main stakeholders;
  • to strengthen the current governance structure of the reform process through its review and development of performance indicators and implementation strategies;
  • to support the development of training programmes and awarenessraising tools and activities to train judges, court staff and lawyers on the new Rules of Civil Procedure

The expected outputs and results include: 

  • Civil procedure is made more efficient through the adoption of the new Rules of Civil Procedure;
  • Adoption and application of the new Rules of Civil Procedure are facilitated through communication strategy and awareness-raising activities;
  • Governance of court reform process is made more effective and efficient via change management strategy and related coaching of key officials and monitoring the framework for Reform implementation;
  • Judiciary, courts administration staff and lawyers are familiar and knowledgeable on the new Rules of Civil Procedure by creating curricula and respective materials for trainings and conduct of trainings on the new Rules.
