A step towards the “European reflex” for future Serbian judges and prosecutors

The group of 30 participants, future judges and prosecutors, visited the Council of Europe and the European Court of Human Rights on the period 8-9 November 2016. The two day programme enables the participants to get informed about the cooperation activities of the Human Rights National Implementation Division, the work on the longer–term future of the system of the European Convention on Human Rights within the Steering Committee for Human Rights (CDDH), the execution of Court’s judgments as well as about the work of the Venice Commission and the Council of Europe Commissioner for Human Rights. The group had several meetings with the representatives of the Registry of the European Court of Human Rights and with the Judge Branko Lubarda elected in respect of Serbia. The discussions dealt with the most recent case-law of the European Court of Human Rights. The group attended the hearing of the Grand Chamber on the case Fábián v. Hungary (no. 78117/13). The ultimate result of the visit will be the “European reflex” which will lead to a greater degree of referencing the Court’s case-law in the reasoning of national courts’ decisions. In the longer term, it will contribute to the consistent implementation of European human rights standards at the national level
