The ongoing evaluations of the Directorate of Internal Oversight include the following:

  • Meta ECHR
    Support to national implementation of the European Convention on Human Rights (the Convention) is provided through standard-setting, monitoring and co-operation both in relation to Court judgments on specific aspects of the Convention.
    The meta-evaluation aims to provide an analysis of the findings, conclusions and recommendations of evaluation reports over the last five years to identify trends, areas of improvement and key challenges to support the national and European implementation of the Convention.
     
  • Artificial Intelligence (AI)
    The purpose of the evaluation is to assess the Council of Europe’s contribution to the protection of human rights, democracy and rule of law in its member states and beyond in an environment where AI plays an increasing role. The results of the evaluation are expected to provide guidance on how the Organisation should position its work on AI to ensure the relevance of that work. The evaluation assesses the work on AI as a transversal topic across the Organisation and includes all relevant elements, namely the Framework Convention on AI, the HUDERIA methodology for risk and impact assessments of AI systems, as well as AI-related soft law standards, knowledge products, monitoring reports/recommendations, and capacity development initiatives that were produced or implemented by different parts of the Organisation.
     
  • Action Plan for Ukraine 2023–2026
    The Council of Europe Action Plan for Ukraine 2023–2026 is a strategic framework designed to support Ukraine in advancing human rights, democracy, and the rule of law in line with Council of Europe standards, particularly in the context of war and recovery. The ongoing evaluation examines the relevance, coherence, and effectiveness of the Action Plan as a programming and coordination tool. It aims to assess the results of the Organisation’s support to Ukraine and to inform strategic and operational decision making by the Council of Europe and its partners. The findings will also contribute to learning and inform future programming cycles.
  • Action Plan for Armenia 2023-2026
    The Council of Europe Action Plan for Armenia 2023-2026 is a strategic framework designed to assist the country in fulfilling its obligations as a Council of Europe member state by bringing legislation, institutions and practice further into line with Council of Europe standards. The ongoing evaluation aims to assess the Council of Europe’s contribution to the objectives and outcomes of the Action Plan, generate insights into how the Action Plan has functioned as a strategy and co-operation framework, draw lessons learned, identify good practices and make recommendations on the management of the Action Plan and the methods of project implementation – particularly in preparation for the forthcoming Action Plan.
     
  • Anti-Money Laundering/Countering Financing of Terrorism Mechanisms
    Money laundering and terrorism financing pose a continuous threat to the essence and core values of societies and institutions. They undermine justice and the equal treatment of citizens and endanger good governance and the stability of democratic institutions. This evaluation aims to assess to what extent the Council of Europe’s anti-money laundering mechanisms, including standard setting, monitoring and co-operation, have contributed to member states preventing and combating money laundering and terrorism financing and to what extent this has contributed to citizens being protected from money laundering and terrorism financing.
     
  • Congres
    The Congress provides a local and regional perspective to the Council of Europe and seeks to ensure the Organisation’s values and standards are delivered at the grassroots level. The Congress aims to strengthen local and regional democracy by promoting self-government, monitoring democratic standards, and supporting good governance across Europe. The ongoing evaluation examines the relevance and added value of the Congress and its relationship with the rest of the Council of Europe. It aims to identify lessons and areas for improvement in the Congress’ work and to provide an objective assessment of the results the Congress achieves.
     
  • Health
    The Council of Europe addresses health through a human-rights framework across legally binding conventions and soft-law instruments, as well as technical assistance, with implementation and monitoring undertaken by specialised bodies throughout the Organisation. The purpose of the evaluation is to capture what has been achieved by the Council of Europe work related to health and draw lessons and develop actionable recommendations to guide the development of the Council of Europe’s work and future strategies in the health domain.
