The Council of Europe facilitated the exchange of good practices between Romanian and Moldovan professionals in the fields of asylum, integration, and gender mainstreaming

On 21–22 October 2025, a delegation of 15 representatives from the Ministry of Internal Affairs, including the General Inspectorate for Migration and the General Inspectorate of Border Police, as well as the Ministry of Labour and Social Protection of the Republic of Moldova participated in a two-day study visit to Bucharest and Galati, Romania.

The visit aimed to provide an in-depth understanding of Romania’s legal and regulatory framework for migrant and refugee integration at national and local levels, to facilitate the exchange of good practices and lessons learned, including on gender-responsive policies and approaches, and to strengthen co-operation between Moldovan and Romanian practitioners working in the field.

In Bucharest, the members of the delegation met with the representatives of the General Inspectorate for Immigration and visited the RomExpo Community Centre and the Bucharest Regional Integration Centre. The meetings provided a practical space for Moldovan professionals to engage in open and constructive exchanges with their counterparts, as well as with representatives from UNHCR Romania, the General Directorate for Social Assistance, Bucharest Municipality, and IOM Romania. Participants explored good practices and mechanisms in the fields of integration and gender policy implementation, which are of particular interest in light of the broader context of Moldova’s accession to the European Union.

In Galati, the delegation visited the Regional Centre for Accommodation and Procedures for Asylum Seekers and the Integration Centre, gaining first-hand insights into their operations, procedures, and the services they provide. Discussions during the on-site visit highlighted the importance of co-ordinated action between public institutions, local authorities, civil society organisations, and international partners in ensuring inclusive integration policies.

The study visit to Romania was organised within the framework of the Council of Europe Project “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova: phase II", implemented in the frameworks of the Council of Europe Action Plan for the Republic of Moldova (2025-2028).
