Committee of experts on the system of the ECHR (DH-SYSC)
The DH-SYSC operates under the authority of the Steering Committee for Human Rights (CDDH), contributing to its permanent priority of improving the effectiveness of the control mechanism of the European Convention on Human Rights. In the last four years the DH-SYSC prepared key documents on the system of the Convention, including a report on reforms undertaken during the Interlaken Process (2010-2020), a report on the processing and resolution of cases relating to inter-State disputes, and guidelines to prevent and remedy violations of the Convention at the national level. Currently, the DH-SYSC works to assess the effectiveness of the system for the selection and election of judges of the European Court of Human Rights, the means of ensuring recognition of their status and service on the Court and providing additional safeguards to preserve their independence and impartiality. Its upcoming activities will focus on evaluating the first effects of Protocol No. 15 and Protocol No.16 to the Convention.
