Hungary: teleconference on enhancing the execution of the European Court's judgments

On 20 November, the Execution Department organised a teleconference with the Hungarian authorities in order to follow up on earlier exchanges with the Government Agent and the Permanent Representation of Hungary to the Council of Europe concerning notably the enhancement of the national capacity for rapid and full execution of the European Court's judgments. In particular, the discussions focused on improving the publication and dissemination of the Court’s judgments, strengthening the Government Agent’s Office and the participation of law professionals in ECHR-related HELP training courses, and further cooperation concerning police ill-treatment cases (Gubacsi group).

 

Participants also discussed the status of execution of the Szabó and Vissy judgment, concerning the legislation on secret surveillance devoid of sufficient and adequate safeguards. Questions needing clarification ahead of a planned examination of the case by the Committee of Ministers in 2021 were identified with the participation of representatives from the Ministry of Interior, and a schedule for follow-up exchanges was agreed.
