The network

The execution coordinators network (ExCN), created in June 2024, is a cooperation network of national coordinators for the execution of judgments of the European Court of Human Rights (national coordinators). It is intended to enable member states to support each other in the process of executing judgments of the European Court of Human Rights (the Court) and to strengthen the dialogue between national coordinators and relevant Council of Europe stakeholders.

The role and main objectives of the ExCN :

  • the exchange of information, experiences, challenges and best practices between national coordinators, on issues related to the implementation of the Court's judgments;
  • capacity building for national coordinators;
  • strengthening synergies between the national coordinators and the competent national authorities for the execution of the Court's judgments;
  • strengthening cooperation with the Council of Europe bodies involved in the process of executing the Court's judgments;
  • fostering a sense of collective responsibility among national coordinators;
  • setting up a professional support system for national coordinators.

The development of the execution coordinators network was supported by the cooperation project "Support to efficient domestic capacity for the execution of ECtHR judgments (Phase 1)", funded by the Human Rights Trust Fund. ExCN membership

The ExCN is composed of national co-ordinators of the execution of the judgements of the European Court of Human Rights and representatives delegated by them.
