A workshop was organised within the framework of the European Union/Council of Europe Joint Programme on “Consolidating Ethics in the Public Sector in Turkey” (TYEC2) in Ankara on 19 February 2014. In Turkey, the scope of the legislation of the Council of Ethics does not cover public university academicians as they are semi-independent public servants. The workshop was a follow-up to previous seminars and aimed at drafting a code of conduct for public universities in cooperation with the Ministry of National Education, Council of Higher Education and representatives of academia. In view of this, the seminar provided an opportunity to have a common understanding on the scope of the draft code and implementation aspects.
