31 January and 1 February 2019, a scoping mission aimed at reviewing the regulatory framework on beneficial ownership took place in Pristina, Kosovo*. The Council of Europe team held bilateral meetings with the relevant local stakeholders including amongst others: Financial Intelligence Unit, Central Bank, Banking Sector and Kosovo Business Registry. Government institutions, and the banking sector welcomed the initiative to regulate this topic due to challenges they face in their daily operations. Moreover, institutions were receptive to the idea of the Beneficial Ownership Register.

The information collected during the meetings will serve as a basis for preparing a comprehensive analysis on the regulatory framework on beneficial ownership and provision of concrete recommendations for addressing identified shortcomings.
