Human rights education has an essential role to play in the development of a human rights culture. This has become increasingly recognised in recent years by national, regional and international programmes and instruments, perhaps particularly since the democratic transition in dozens of countries in Central and Eastern Europe at the end of the 20th century.

International organisations are continuing to play an essential role in developing more effective and consistent human rights education strategies at the national level.
