The 20th plenary meeting of the Consultative Council of European Prosecutors (CCPE) was held on 16-17 October 2025 in Strasbourg. Opinion No. 20 (2025) on diversity and inclusivity within prosecution services was examined and adopted. Building notably on recommendations of the Committee of Ministers, the Gender Equality Strategy 2024-2029, as well as other relevant documents from within and beyond the Council of Europe, the Opinion offers an insight into how the delivery of fair and impartial justice can benefit from diversity and inclusivity within prosecution services. A variety of backgrounds, experiences and perspectives among prosecutors can be beneficial to the decision-making process and has the potential of increasing public confidence in the justice system.
The plenary meeting also adopted the thematic study on the use of artificial intelligence (AI) in the work of prosecution services. This thematic study was informed by the recently adopted Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, and explores relevant legislation, rules and guidelines in member states as regards the use of AI in the work of prosecution services. The findings of the thematic study will inform future work of the CCPE in this area.
