A delegation from the Congress of Local and Regional Authorities, composed of rapporteurs Gobnait Ní Mhuimneacáin (Ireland, L, ILDG) and Cecilia Feliczitasz Friderics (Hungary, L, ECR), will conduct a monitoring visit to Lithuania from 13 to 15 May 2025 to assess the application of the European Charter of Local Self-Government in the country since the previous monitoring report adopted by the Congress in 2018. The rapporteurs will be accompanied by Professor Diana Iancu, Member of the group of independent experts on the European Charter of Local Self-Government (Romania).
During the visit, the Congress delegation will focus on the follow-up to Congress Recommendation 420(2018) “Local democracy in Lithuania”. Particular attention will be paid to the scope of local self-government, especially in light of the application of the principle of subsidiarity, and to the financial resources of local authorities.
The rapporteurs will meet with the Minister of the Interior, the Vice-Minister of Finance, members of the Seimas, the Seimas Ombudspersons, the Deputy Auditor General and representatives of the Constitutional Court.
The delegation will also exchange views with members of the national delegation of Lithuania to the Congress, representatives of the Association of Local Authorities in Lithuania and local authorities from the capital city of Vilnius, as well as from Varena and Alytus.
