The Congress of Local and Regional Authorities of the Council of Europe seeks expressions of interest from Georgian local authorities from the regions of Samtskhe-Javakheti, Kvemo Kartli, Kakheti, Imereti, Guria, Racha-Lechkhumi and Kvemo Svaneti and Tbilisi willing to effectively integrate and implement human rights standards and practices in their local policies and strategies.
The aim of the call for interest is to establish a group of maximum 15 selected local authorities which will promote and mainstream human rights in their local policies. The group of municipalities will act as a forum of exchange and address challenges that are common to municipalities for improving social inclusion, promoting equal opportunities for all and incorporating a gender perspective in local political action, with a view to eliminate discrimination.
Support to local initiatives and capacity development activities will be provided in close co-operation with the National Association of Local Authorities of Georgia (NALAG) as part of the project “Strengthening participatory democracy and human rights at local level in Georgia”.

The project “Strengthening participatory democracy and human rights at local level in Georgia” is implemented by the Congress of Local and Regional Authorities and the Directorate General of Democracy, Division Elections and Participatory Democracy, within the Council of Europe Action Plan for Georgia 2020-2023 with the financial contribution of the Government of Austria. The project aims to strengthen institutional frameworks for citizen participation, support local authorities and their national association in their efforts to protect and promote human rights and ensure that civil society organisations and citizens have real impact on local decision making.
