The Local Self-Government Charter turns 40: Renewing Democracy in the Digital Age

Date: 13 October 2025

Venue: ACE Events, 22 Avenue d’Auderghem, 1040 Brussels, Belgium

This year marks the 40th anniversary of the opening for signature of the European Charter of Local Self-Government, the first legally binding treaty to protect local governments. It has since guided reforms, strengthened decentralisation, and empowered local authorities to make local policy, deliver better public services, foster citizens’ participation, and build trust in democracy.

To mark the occasion, the Council of European Municipalities and Regions (CEMR) and the Congress of Local and Regional Authorities of the Council of Europe will host an event that will bring together policymakers, local government representatives, and civil society. The objective is to debate how local and regional governments can withstand political polarisation tackling mis/disinformation and declining public trust in the digital age. The event will also contribute to the Council of Europe New Democratic Pact for Europe — a bold initiative for the future of democracy.

Highlights include:

  • The presentation of CEMR’s new studyLocal truth, shared trust: Tackling mis/disinformation from the local level”, showcasing how municipalities are addressing the spread of false information.
  • Expert-led discussions on media freedom, civic participation, and innovative democratic practices, featuring elected representatives, EU institutions, OECD experts, and academics.
  • A networking cocktail to close the day.

The event will be held in English, with no interpretation. Participation is free but registration is required.
